The 45th Anniversary of the HKEAA
Foreword

 




For years the Hong Kong Examinations and Assessment Authority (HKEAA) has been providing Hong Kong people with professional, equitable and reliable examination and assessment services. On this occasion of its 45th anniversary, we are looking back on its development and achievements through various activities, alongside a preview of its future development in examination and assessment-related research and application of technology.

All along the HKEAA has endeavoured to provide quality examination and assessment services which are in line with Hong Kong’s overall planning for education and talent development. Besides conducting public examinations, we also serve the mission of ‘Assessment for Learning’, helping schools enhance learning and teaching by means of our professional knowledge and research in examinations and assessment. Our platforms such as HKDSE Diagnostic Feedback System (HKDSE-DFS), Assessment Quality-assurance Platform (AQP), as well as the Online Item Analysis (OIA) Report of the Territory-wide System Assessment (TSA) are among the useful tools available to schools for enhancing learning and teaching.

At the same time, the HKEAA is committed to enhancing operational efficiency and quality of examinations through the adoption of new technology. Besides the Onscreen Marking (OSM) System, the Public Examinations Communication and Support System (PECSS) and Attendance and Script Tracking System (ASTS), we have actively explored various examination and assessment technologies covering Computer-based Testing (CBT), the use of artificial intelligence in marking, etc. We are also exploring a new generation of Public Examinations Support System (PESS) to enhance the operational efficiency of public examinations and communication with examination centres.

Each year, the HKEAA has held more than 200 international and professional examinations with various organisations, of which over 50 were in the form of CBT. Currently, our CBT capacity has expanded to over 1,000 across various HKEAA’s assessment centres. Looking to the future, we will continue to optimise the facilities at our assessment centres to enhance the quality of CBT.

While bringing forth a series of challenges to public examinations, the recent COVID-19 pandemic nonetheless accelerated the pace of development of examination and assessment technology. For example, in the 2022 Hong Kong Diploma of Secondary Education Examination (HKDSE), we installed a remote surveillance system to support invigilation work at the Penny’s Bay Community Isolation Facility to reduce contact between examination personnel and infected or quarantined candidates. In collaboration with the Education Bureau and the Hong Kong Education City, we launched the Gainful Use of TSA Materials, making online and/or paper-and-pen mode(s) assessment materials available to schools to help them gauge their students’ progress of learning.
