The 45th Anniversary of the HKEAA
Chairman’s Message

This year marks the 45th anniversary of the Hong Kong Examinations and Assessment Authority (HKEAA). As Hong Kong’s leading examination organisation, the HKEAA has since its establishment in 1977 adhered to its mission of providing valid, reliable and equitable examination and assessment services. Despite the pandemic in recent years, we have done our utmost, overcoming challenges by working closely with the Education Bureau, stakeholders and partners in the education community, providing quality examination and assessment services for students and members of the public to help them obtain reliable qualifications while in pursuit of their dreams.

On this occasion of our anniversary, I would like to share with the community the rich achievements the HKEAA has made over the years, while expressing gratitude for all of your continued support. Over the past 45 years, the HKEAA has held the major public examinations in Hong Kong, including the now defunct Hong Kong Certificate of Education Examination (HKCEE) and the Hong Kong Advanced Level Examination (HKALE), both of which had a total candidature of 5.2 million. Since 2012, we have organised the Hong Kong Diploma of Secondary Education Examination (HKDSE), which has won widespread recognition from local and overseas institutions, as well as employers. It is an important qualification for senior secondary students furthering their studies abroad or locally, or pursuing a career. By 2022, the examination was taken by about 700,000 candidates.

Apart from public examinations related to the senior secondary curriculum, we also organise other examination and assessment services, including the Territory-wide System Assessment (TSA) and the Gainful Use of TSA Materials launched under the pandemic for secondary and primary school students, as well as the Language Proficiency Assessment (LPA) [formerly known as Language Proficiency Assessment for Teachers (LPAT)], etc.

To promote lifelong learning and help members of the public obtain various qualifications, the HKEAA has been collaborating with more than 100 examination bodies, among them are tertiary institutions, universities, accreditation awarding bodies, professional organisations and governments. Together we have held more than 200 international and professional examinations, sat by more than 10 million people throughout the years.

The theme for HKEAA’s 45th anniversary is ‘Professional. Equitable. Reliable’, which also represents the HKEAA’s pledge over the years. We are organising different activities in the coming year, including seminars, Open Day, Research Forum, etc. to enable the public and different stakeholders to have a deeper understanding of the HKEAA’s services and development.

Last but not least, let me thank various sectors of the community once again for their support to the HKEAA. Despite the challenges and changes ahead, I believe that through close collaboration with various stakeholders, standing shoulder to shoulder with them, we can continue to fulfil our mission in providing quality examination and assessment services.
