New Members Joining the HKEAA Council

The Hong Kong Examinations and Assessment Authority (HKEAA) welcomes the Government’s appointment of Mr Gilbert Mo Sik-keung, for a term of three years with effect from 1 September 2025, as well as the reappointment of incumbent members - Mr Eric Chan Cheung-wai, Mr Choy Sai-hung and Mr Addy Wong Wai-hung. Meanwhile, Ms Sally Ching Shuk-lai of the Hong Kong Baptist University has joined the Council, representing the Heads of Universities Committee (HUCOM) as an ex-officio member.

The HKEAA also extends gratitude to former members Ms Tennessy Hui Mei-sheung, and the outgoing ex-officio member, Ms Merry Chey Fung-lin, for their invaluable contributions to and unwavering support for the work of the Authority.

The Council is the highest governing body of the HKEAA, responsible for formulating examination policies and monitoring the work of the Authority. Except for ex-officio members, its members are either appointed by the Chief Executive of the Hong Kong Special Administrative Region or nominated by HUCOM. Click here for details of the Council.

Promoting International Recognition of HKDSE
The HKEAA welcomes the initiatives in ‘The Chief Executive’s 2025 Policy Address’ to promote the international recognition of the Hong Kong Diploma of Secondary Education Examination (HKDSE) and commits to implementing those initiatives.

In recent years, the HKEAA has actively participated in various major education exhibitions and conferences locally and overseas, including the 2025 European Association for International Education (EAIE) Conference and Exhibition held earlier this month in Gothenburg, Sweden, at which a dedicated HKEAA exhibition booth was set up to promote the HKDSE to tertiary institutions and academic organisations from over 100 countries/regions across the globe. Over the years, the HKEAA has been working closely with the higher education sector,  and academic and professional bodies worldwide to promote international recognition of the HKDSE. Currently, 145 Mainland universities directly admit Hong Kong students based on their HKDSE results, and over 1,100 non-local higher education institutions have published their general admission requirements for candidates holding the HKDSE qualification on the HKEAA’s website and/or their official websites.

The HKEAA will continue to promote the HKDSE through various activities and channels. In February next year, the HKEAA will participate in the 2026 Asia-Pacific Association for International Education (APAIE) Conference and Exhibition to be hosted in Hong Kong. This will provide a valuable opportunity to showcase the merits and unique features of the HKDSE to overseas university representatives gathering in the city, reinforcing the HKDSE as a quality brand of Hong Kong’s education.
At the 2025 EAIE Conference and Exhibition, the HKEAA promoted the HKDSE qualification to tertiary institutions and academic organisations from over 100 countries/regions across the globe.
Registration for the 2026 HKDSE

Registration for the 2026 HKDSE is now open until 8 October 2025. Secondary 6 students can register for the HKDSE via their respective schools, whilst those who meet the requirements can register as private candidates via the HKDSE Examination Online Services. Private candidates who are required to apply for Special Entry should submit their online applications and provide relevant documentary proof via the ‘Special Entry Application System’ at the HKDSE Examination Online Services. They also have to complete the registration process via the ‘Registration System’.

Candidates can take a maximum of eight subjects from any combination of Category A Senior Secondary subjects, Category B Applied Learning subjects and Category C Other Languages subjects.

In the 2026 HKDSE, six Other Languages subjects, viz. French, German, Japanese, Korean, Spanish, as well as the newly included Urdu, are offered under Category C. Candidates have to take the stipulated language examinations administered in Hong Kong by the official organisations. Candidates should enrol themselves directly with the examination administrators of the stipulated language examinations according to the schedule of the examinations. They should choose the relevant Category C subject(s) during HKDSE registration. The results of the relevant language examinations taken between January 2024 and December 2025 are accepted for the 2026 HKDSE. Examination results documentation should be submitted to the HKEAA on or before 28 February 2026. Candidates’ results obtained in these examinations at the stipulated minimum proficiency level or above will be included in their HKDSE Category C results.

2026 HKDSE Online Information Seminars
To keep senior secondary school students and their parents, as well as private candidates, up to date with information about the HKDSE, a new series of online information seminars will be organised on 18 October 2025, to provide detailed introduction to the HKDSE application arrangements, subject information and assessment mechanisms, and clarify common misconceptions about candidates’ performance.

2025 Stakeholders’ Forum
The annual Stakeholders’ Forum was held on 30 August 2025, with 25 representatives from school councils, professional bodies in the education sector, Parent-Teacher Associations, special educational needs (SEN) concern groups, and counselling bodies having in-depth discussions on the latest developments in the HKDSE and recent educational issues in Hong Kong.

The forum was convened by Prof Paul Lam Kwan-sing, the HKEAA Chairman, Prof Wei Xiang-dong, the Secretary General, along with three Directors of the Authority. They provided updates on the operations of the 2025 HKDSE, candidates’ results and performance, new arrangements for the 2026 HKDSE, as well as global assessment and learning initiatives, and the Authority’s corporate development. While  acknowledging the achievements of the HKEAA over the past year, stakeholder representatives offered valuable suggestions for the Authority’s long-term strategic planning.
