The Government has appointed Mr Eddie Ng Hak-kim, JP as Chairman of the Hong Kong Examinations and Assessment Authority (HKEAA). Succeeding Mr Irving Koo, Mr Ng took up the chairman's role on 1 September 2009. A formal announcement of the appointment of Mr Stephen Hui, MH, as the Deputy Chairman and Mr Patrick Chan as member was also made. Mr Ng has served as a member of the HKEAA Council since 2006. Due to his extensive experience in human resources management and public services, he chaired the Human Resources Committee and served as a member of the Strategic Development Committee. The HKEAA is governed by the Authority Council under which a number of committees are established to advise in various areas. The following is the membership list of the authority with effect from September 1:

Introducing HKDSE To tie in with the implementation of the New Senior Secondary (NSS) curriculum the HKEAA will launch a new HKDSE Information booklet in October. The HKDSE Information booklet will contain detailed information about the new examination, which is designed to take account of the NSS curriculum. It will provide students and parents with an overview of various aspects of the new examinations including the structure, the methods of assessment and the reporting system. The HKEAA will develop two more information booklets on its Standards-referenced Reporting System and School–based Assessment to help students, parents and other stakeholders understand more about the HKDSE examination. The Director of Development and Educational Assessment, Dr Thomas Cheung says the HKEAA places great importance upon providing updated information to students and parents and that they will find "these booklets useful for better understanding of the major aspects of the examinations.” The HKDSE Information booklet will be made available to all Senior Secondary 1 (Form 4) students and their parents through their schools. The publication will also be available to the public at 66 public libraries throughout Hong Kong. All these booklets will be accessible on the HKEAA website at www.hkeaa.edu.hk HKDSE information seminars for employers and HR professionals The HKEAA organized a series of information seminars in August 2009 to provide employers and human resources professionals with information on the latest developments with the HKDSE, in particular the Standards-referenced Reporting (SRR) system and the standards of the HKDSE qualifications. The information seminars were attended by around 400 employers, human resources personnel, teachers and parents. The participants showed strong interest in the standards-referenced reporting system and the level descriptors of attainment for the students who will have completed 3 years of senior secondary education. Dr Francis Cheung, Secretary General of the HKEAA said that the HKEAA has been working closely with international agencies to secure direct recognition of the new HKDSE. He also reminded employers to make reference to the HKDSE results report and the level descriptors, which provide detailed information of students’ achievements when deciding on their own selection and recruitment criteria. Hong Kong Education City Limited (www.hkedcity.net), in partnership with the HKEAA, is launching the new “Online Question Bank” service in October. The platform features 10 years of the HKCEE Mathematics Paper II Multiple Choices Questions (2000 - 2009) which have been classified into different topics, difficulty levels and years by the HKEAA. “Practice and Evaluation” are the two main functions of the “Online Question Bank”, both of which help enhance the effectiveness of learning and teaching. To provide students with more opportunities to practise Mathematics, teachers can assign appropriate questions from the platform to their students. Also, students can logon to the platform website and test themselves on various topics. Upon completion of each test, the platform will generate detailed evaluation reports for teachers and students. These reports will enable teachers and students to understand their progress with learning and the difficulties encountered and hence enable them to make adjustments to their teaching and learning strategies. HKEAA is committed to releasing the results of the TSA 2009 at the end of October as scheduled. This year, due to the H1N1 Swine influenza, only the Secondary 3 students completed the assessments. The marking process for S3 assessments was smooth and was completed on schedule. The TSA assessments for Primary 3 and 6 were cancelled, except for the Speaking and Listening components. However, the TSA question papers, together with model answers for all three subjects, were delivered to primary schools for internal assessment in late August 2009. The marking schemes will be uploaded on the web in late October, following the release of the TSA results. Two sessions were conducted on the launching of the redeveloped Student Assessment system to all primary and secondary teachers in July 2009. A hands-on training session and workshop on Student Assessment has been scheduled for Saturday, 28 November at the Lai King Assessment Centre. |
