Celebrating 45 Years of Excellence
The HKEAA enters its 45th Anniversary in 2022. To mark this significant milestone, the 45th Anniversary Kick-off Ceremony with the theme of ‘Professional. Equitable. Reliable’ was held at its Tsuen Wan Assessment Centre on 28 September 2022. We were much honored to have Mr Chan Kwok-ki, Chief Secretary for Administration, Dr Choi Yuk-lin, Secretary for Education, and Professor Xu Kai, Deputy Director-General of the Department of Educational, Scientific and Technological Affairs, the Liaison Office of the Central People’s Government in the HKSAR, to officiate the event.
The Guest of Honour Mr Chan Kwok-ki, Chief Secretary for Administration, extended his congratulations on the 45th Anniversary of the HKEAA. He and the officiating guests also toured the facilities of the Tsuen Wan Assessment Centre to learn about the development of examinations and assessment technologies and how they facilitate learning and teaching. The technologies showcased during the tour included the Hong Kong Diploma of Secondary Education Examination (HKDSE) Diagnostic Feedback System, the new Public Examinations Support System (PESS) and the Onscreen Marking System (OSM), etc.
Mr Samuel Yung, the HKEAA Chairman, expressed his gratitude to all the guests and partners in the education sector for their support to the HKEAA over the years in his welcome remarks. Looking back at HKEAA’s development, he said, ‘Quality examination and assessment services are an important part of educational development and talent nurturing. Reliable qualifications can help drive young people’s upward mobility. Whether it is the Hong Kong Certificate of Education Examination (HKCEE), Hong Kong Higher Level Examination (HKHLE) or Hong Kong Advanced Level Examination (HKALE) of the past, or the present Hong Kong Diploma of Secondary Education Examination (HKDSE), the examinations held by the HKEAA have always enjoyed widespread recognition internationally and among local institutions and employers. Over the years, many youngsters have embarked on enriching learning and life journeys, on the strength of their qualifications obtained through public examinations.’ Please visit here for the highlights of the ceremony.
On this occasion of the 45th Anniversary, a wide array of events will continue to unfold throughout the year 2022/23 to enable the public and different stakeholders to have a deeper understanding of the HKEAA’s services and development. The planned activities include seminars, Research Forum, etc.

Welcoming New Council Members of the HKEAA
The Hong Kong Examinations and Assessment Authority (HKEAA) welcomes the Government’s appointment of Mr Yau Siu-hung, Principal of Yan Chai Hospital Wong Wha San Secondary School as the Deputy Chairman, as well as the appointment of Mr Eric Chan Cheung-wai, Mr Choy Sai-hung and Mr Addy Wong Wai-hung as new members of the HKEAA Council. Ms Tennessy Hui Mei-sheung has also been re-appointed as Council member. The appointments are for three years, starting from 1 September 2022. Meanwhile, Ms Jeannie Tsang Wing-shi of The University of Hong Kong has joined the Council representing the Heads of Universities Committee (HUCOM) and the appointment is for two years.
Gratitude was also extended to former Deputy Chairman, Dr Mak Chi-keung, as well as former members, Ms Bonnie Lai Miu-yee, Ms Jane Leung Chui-chun and Mr Edward Shen, for their unwavering support and contributions to the work of the HKEAA.
The Council is the highest governing body of the HKEAA in making decision and in approving major plans, budgets, policies and regulations. Except for ex-officio members, its members are either appointed by the Chief Executive of the Hong Kong Special Administrative Region (HKSAR) or nominated by HUCOM. Join the HKDSE Online Seminar in October
As part of its 45th Anniversary programmes, the HKEAA will organise the HKDSE Online Information Seminar on 29 October. Participants will be able to learn about the latest development of the HKDSE, including the marking and grading, streamlining arrangements for the 2023 HKDSE, as well as the new assessment arrangements for the 2024 and 2025 HKDSE. Senior secondary students and their parents are welcome to join the seminar.

Registration for the 2023 HKDSE
Registration for Category A Senior Secondary subjects and Category B Applied Learning (ApL) subjects of the 2023 HKDSE is now open. Secondary 6 students may register for the HKDSE through their schools whilst those who meet the entry requirements may register as private candidates via the HKDSE Examination Online Services by 6 October 2022.
Registration for Category C (Other Languages-November 2022 series) examinations was closed with the assessment taking place in October this year, while the written examinations of Category A subjects will be held from April to May 2023. The assessment of Category B ApL subject is conducted by the approved course providers without any public examination; however, the moderation and quality assurance of the assessment will be conducted by the HKEAA.

School Briefings on the New Arrangements of Category C Subjects Starting from the 2025 HKDSE
New arrangements for Category C (Other Languages) subjects will be implemented from the 2025 HKDSE onwards. Five Category C subjects will be offered: the existing subjects of French, German, Japanese and Spanish, with the addition of Korean. The HKEAA has collaborated with the official cultural organisations of the five countries concerned in providing Category C subject examinations for HKDSE candidates. In order to familiarise schools with the new arrangements, a series of online briefing sessions were held in late July 2022.
