The Hong Kong Examinations and Assessment Authority (HKEAA) provides special examination arrangements for candidates with special needs and disabilities. Candidates with specific learning difficulties, physical, visual, aural, oral or other disabilities may apply for special examination arrangements.

Candidates are advised to follow the application procedures and register well before any given deadlines so that there will be adequate time for the HKEAA to make necessary arrangements according to the nature and degree of special needs of the candidates. The HKEAA will ensure that candidates with special needs are equitably assessed under suitable conditions without having an unfair advantage over other candidates.

Special arrangements are offered in the following examinations:

1. Hong Kong Diploma of Secondary Education Examination (HKDSE)
2. Territory-wide System Assessment (TSA)
3. International and Professional Examinations and Assessment
