63 機構發展 Corporate Development The HKEAA is an independent, statutory body with its income mainly derived from examination fees and other assessment services. We adopt a prudent financial management approach, as well as proactive measures to reduce expenditure and boost capacity through continuous review of facilities and human resources management. We have been rigorously pursuing cost containment initiatives to enhance financial sustainability. In 2019/20, we lowered operation cost by streamlining and consolidation of business processes, such as wider implementation of paperless meetings and reduction in printed materials, as well as optimising the opening hours of assessment centres, etc. We will continue to review and identify scope for further cost reduction. 2020 is an exceptional year with various examination operations affected by the pandemic. The overall operation of the HKEAA recorded a deficit of HK$34.4 million in 2019/20. The deficit was mainly due to the further decline in the candidature of the Hong Kong Diploma of Secondary Education Examination (HKDSE), and additional costs derived from precautionary measures against COVID-19 infection at examination centres, despite savings made in the area of examination personnel and related expenses from the cancellation of speaking examinations. Meanwhile, revenue from international and professional examinations has slightly increased due to new online examination and assessment services, although various examinations had to be cancelled under the pandemic. In view of the continuously declining candidature of the HKDSE, approval had been sought f rom the Finance Commi ttee of the Legislative Counci l for a non-recurrent four-year funding commi tment of HK$360.8 mi l l ion in suppor t of the HKEAA’s operat ion. A sum of HK$51.8 mi l l ion was transfer red to the HKEAA in December 2019 to cope with cash flow requirements. Following the transfer, the reserve balance of the HKEAA stood at HK$224.8 million as of 31 August 2020, representing a rise of about HK$17 million from the previous financial year. To sustain future operations, a joint Task Force on Long-term Funding was set up with the Education Bureau in 2019/20 to explore longterm funding options for the HKEAA. 財政 Finance 考評局是獨立法定機構,主要收入來自考試 費及其他評核服務。我們一向審慎理財及採 取積極措施減低開支,並持續檢視辦公室設 備和人力資源的管理,以提升效益。 我們採取嚴格的成本控制措施,提升財務的 可持續性。在2019/20年度,我們透過精簡及 整合業務流程,以節省營運成本,措施包括 更廣泛地執行無紙化會議及減少印刷品,以 及更妥善地安排評核中心的開放時間等。我 們將持續檢視不同範疇以進一步減省成本。 2020年是不平凡的一年,各個考試的運作均 受到疫情影響。2019/20年度考評局錄得港幣 3,440萬元的虧損。儘管在聘請考務人員及取 消口試開支方面已減省成本,然而香港中學 文憑考試(文憑試)考生人數減少及在試場採 取防疫措施的額外支出,也是導致文憑試錄 得虧損的主要原因。同時,雖然大部份考試 在疫情下被取消,國際及專業考試的收入仍 錄得增長,主要受惠於網上考試及評核服務。 鑒於文憑試整體考生人數持續下降,立法會 財務委員會已批出為期四年合共港幣3.608億 元非經常性撥款,以支持考評局的營運。政 府已根據考評局的現金流需求,於2019年12 月向考評局轉撥了港幣5,180萬元。轉撥款項 後,考評局截至2020年8月31日止的儲備為 港幣2.248億元,較上一財政年度增加逾港幣 約1,700萬元。 為維持未來的運作,我們已於2019/20與教育 局聯合成立長遠財務聯合專責小組,以探討 考評局長遠資助方案的可能性。
