42 全港性系統評估(系統評估)是一個標準化的 評估,協助學校及政府了解學生在小三、小 六及中三在中、英、數三科的基本能力水平。 2019年系統評估 2019年系統評估順利於小三、小六及中三級 全面推行,評估結果亦已於2019年11月5日 發布,學生的表現持續穩定。我們亦分別在 2019年12月及2020年1月向教育局呈交特殊 教育需要學生及非華語學生的表現報告,以 便政府進一步分析這兩個組別學生的學習進 程。 考評局為學校提供四類報告,分別為現行 版、精簡版、綜合版及資料分析報告。為協 助教師善用及分析評估數據,我們發展了網 上題目分析報告供學校使用。此外,自2019 年起,學校亦會獲發非華語學生在英文及數 學兩科的表現報告,以及特殊教育需要學生 在中、英、數三科表現的報告。學校如有五 個或以上上述兩個組別的學生參加評估,均 可取得上述報告以促進學與教。 為加強教師了解學生的表現,考評局在2019 年11月及12月分別舉行了18場系統評估研 討會,詳述整體學生、特殊教育需要學生及 非華語學生的表現,並在12月於三個年級各 科舉行的科目試卷檢討會議上,收集與會者 對2019年題目及評卷參考的意見,以供審題 委員會參考,以持續改善評估設計及評卷參 考。 Territory-wide System Assessment ( TSA) is a set of standardised assessments on Chinese Language, Engl i sh Language and Mathematics at Primary 3 (P.3), Primary 6 (P.6) and Secondary 3 (S.3), aiming to help schools and the Government gauge students' attainment of the Basic Competency (BC) in the respective subjects. TSA 2019 The 2019 TSA was completed smoothly with full implementation at P.3, P.6 and S.3, and results were released on 5 November 2019. The overall performance of the students has remained steady across the years. The reports illustrating the students' performances of special educational needs (SEN) and non-Chinese speaking (NCS) were submitted to the EDB respectively in December 2019 and January 2020 to facilitate further analysis by the Government of the learning progress of these two student groups. The HKEAA provided schools with four kinds of reports, namely Exi st ing vers ion, Simpl i f ied vers ion, Integrated vers ion and Information Analysis Report. To facilitate teachers' use and analysis of TSA data, the Online Item Analysis (OIA) Report was also provided. In addition, reports on NCS students' performance in English Language and Mathematics were introduced in 2019. Furthermore, reports on the performance of students with SEN in Chinese Language, English Language and Mathematics were made newly available to schools in 2019. Schools with five or more SEN or NCS students participating in the TSA could obtain relevant reports for reference on learning and teaching. To facilitate teachers' better understanding of students' performance, a total of 18 TSA seminars on performance of all students as well as that of SEN and NCS students were organised in November and December 2019 respectively. A Paper Review Focus Group meeting was held for each subject at each of the three levels in December 2019 for sustaining ongoing improvement on item development. Views and suggestions on the TSA 2019 assessment items and marking schemes were collected and sent to the moderation committees as reference for future development. 全港性系統評估 Territory-wide System Assessment
