32 Invalidation of HKDSE History Examination Question The Council of the HKEAA discussed the controversy over Question 2(c) of 2020 History Paper 1 in May 2020 in detail. After considering the professional views on examinat ion and assessment , the curriculum, and the interests of candidates, the Council decided to invalidate the question concerned, and approved a mark adjustment mechanism to impute candidates’ scores for the invalidated question. In June 2020, an HKDSE History candidate filed a Judicial Review application to the Court in relation to the Council’s decision. The Judicial Review application was then dismissed by the Court. A Task Force comprising representatives from the EDB, representatives from the education sector and representatives from the HKEAA was formed to investigate the examination question setting and approval process of the History Paper and to review the HKDSE examination question setting, moderation and approval mechanism. Moreover, the HKEAA conducted an internal review on the question setting and moderation mechanism, with recommendations on the ways forward, including exploring the use of suitable software to enhance the question paper development process, reviewing and strengthening the guidelines on question paper development, and providing enhanced training to examination personnel, etc. The HKEAA will also consider introducing further enhancement measures with reference to the investigation report of the Task Force. 取消文憑試歷史科試題 考評局委員會於2020年5月就該年文憑試歷 史科卷一第二題分題(c) 的爭議，進行詳細 討論。經過從考評專業、課程範圍、考生利 益等多方面的考慮，委員會決定取消有關分 題，並通過調整分數方法估算考生於該分題 的分數。 2020年6月，一名文憑試歷史科考生，就考 評局委員會的決定，向法院提出司法覆核的 請求，其後法庭駁回申請人的申請。 教育局代表、教育界代表和考評局代表成立 專責小組，調查歷史科考卷的擬題至審批試 題的過程，以及檢討文憑試的審題機制。另 外，考評局亦進行內部檢討，並制定有關試 題設定及審題的改善建議，包括探討使用合 適的軟件提升試題制定的流程，檢視和加強 試卷編制指引，為考務人員加強培訓等。稍 後我們亦會參考專責小組的調查報告建議， 研究採取進一步改善措施。
