About HKEAA 考評局簡介 2 Established in 1977, the Hong Kong Examinations and Assessment Authority (HKEAA) is an independent statutory body administering publ ic examinations as wel l as professional and international examinations in Hong Kong. The HKEAA is self-financed and derives its income from examination fees, publication sales, and related services provided to both individuals and organisations. 香港考試及評核局（考評局）於1977年成立， 是獨立法定機構，專責在香港舉辦公開考試 及專業和國際考試。考評局自負盈虧，收入 來自考試費、刊物銷售，以及為個人和團體 提供相關服務。

Our Mission To meet educational and societal needs, we shall provide valid, reliable and equitable examinations and a range of assessment services in a professional, innovative, efficient and effective manner. The HKEAA Members – Composition and Appointment The HKEAA consists of persons as specified in Schedule 2 of the Hong Kong Examinations and Assessment Authority Ordinance. Members are either appointed by the Chief Executive of the Hong Kong Special Administrative Region, nominated by the Heads of Universities Committee or are ex-officio members. The 2019/20 membership list is in Appendix 1. All members, who are not Secretariat staff, are not remunerated. The HKEAA Council and Corporate Governance The HKEAA Council (the Council) is the highest governing body. Under the Council are a number of committees providing advice and assistance in various areas. The Council is committed to continually enhancing the HKEAA’s governance structure and streamlining operational and decision-making processes to ensure its all-time readiness to take on every challenge. Responsibilities of the Council The Council makes decisions on and approves major plans, budgets, policies and regulations of the HKEAA. I t also appoints senior executives of the Secretariat, and meets at least twice a year. In 2019/20, nine meetings were convened.
4 Committees The Council appoints standing committees to monitor various major functions of the HKEAA. These committees carry out their work in accordance with their terms of reference. Working groups and subcommittees may also be appointed to take on particular tasks. 6 原則 考評局是根據《香港考試及評核局條例》成立 的獨立法定機構，致力持守最高的企業管治 準則。我們相信公開透明、公平公正、誠信 及盡責是優秀企業管治的重要基石。我們亦 不時參考國際標準及業界的最佳作業方式， 以修訂各項運作及監察政策及程序。 風險管理及內部監察 考評局以專業及成效兼備的方式提供公平和 有信度的考試和評核服務。為此我們自2005 年起採用符合ISO 9001品質管理標準的作業 流程。為符合國際準則的要求，我們進行了 一次年度內部審核，並確認考評局能有效實 施及維持品質管理作業流程。為符合認證要 求，認證機構於2020年2月底進行年度監督 審核，當中沒有發現任何不符合要求的項目。 內部審計組繼續監督考評局的風險評估，並 進行獨立的內部監察。我們採用以風險及效 益為本的方式進行內部審計。年度內完成的 內部審計項目，包括國際及專業考試服務、 運送考試物資、公務文件╱物資與公司車輛 管理，以及刊物及消耗品盤點。當中未有發 現嚴重的內部控制問題。 為加強內部問責和審查機制，在2020年8月 我們外聘了一間顧問公司，檢視本局的企 業管治框架能否有效配合策略目標，以及與 國際最佳實踐方式保持一致。其檢視範圍包 括本局及秘書處的管治架構，以及考評局委 員會及事務委員會對秘書處的管理監督與問 責。檢視結果包括主要結論、問題和改善建 議將呈交予本局之管理層和審計委員會。 Principles As an independent statutory body established under the Hong Kong Examinations and Assessment Authority Ordinance, we are committed to upholding the highest standards of corporate governance. We believe that transparency, fairness, integrity and accountability are the cornerstones of excellent corporate governance. From time to time, we make reference to international standards and best practices in updating our policies and procedures in operation and control. Risk Management and Internal Control The HKEAA is committed to providing fair and reliable examinations and assessment services in a professional, efficient and effective manner. To achieve this, we have implemented the ISO 9001 Quality Management System (QMS) since 2005. An annual internal audit review of the QMS for the conformity to the requirement of the International Standard was conducted and it was confirmed that the QMS was effectively implemented and maintained. To fulfil the certification requirement, an annual surveillance audit was successfully conducted by the certification body in late February 2020, with no non-conformity noted. The Internal Audit Unit has continued to oversee the risk assessment and review the internal control of the HKEAA independently. A riskand-effectiveness-based audit approach was adopted. Internal audits, such as the provisions of international and professional examinations services, delivery of examination materials, office documents/ mater ial s and corporate cars management , stock check on publications and consumables had been conducted. No significant control deficiencies were noted. To strengthen accountability and self-scrutiny mechanism, an external consultant was engaged to review the effectiveness of the HKEAA corporate governance framework in supporting its strategic goals and alignment with international best practice in August 2020. The scope of review includes an assessment of the governance framework of the HKEAA and the Secretariat, management oversight and accountability of the Secretariat to the Council and its standing committees. The review results, including the key findings, issues and recommendations will be presented to the management of the HKEAA and the Audit Committee. 企業管治概述 Corporate Governance Statement
7 考評局簡介 About HKEAA 賬目及審計 考評局賬目經財務委員會及審計委員會認 可，再由委員會批核。已批核的賬目交由審 計委員會外聘的核數師審核。截至2020年 8月31日的年度資產負債表及收支表刊載於 《附錄二》。 員工薪酬 人力資源委員會負責就各項與薪酬相關的政 策，包括年度薪金調整、薪酬架構及其他聘 用條件，向委員會提出建議，以供審批。 保密原則及委員會成員利益 委員會及轄下事務委員會的成員都必須遵守 保密原則，就其在執行職務或履行考評局職 責或職能時所獲悉的一切事宜保密。 委員會設有利益申報機制，如有需要，委員 會及轄下事務委員會的成員在有利益衝突的 事項上須避席，亦不可參與該事項的表決。 考務人員 今年的公開考試季度，我們聘用數以千計考 務人員擔任試卷擬題員、審核員、審題員、 閱卷員、校對員及監考員，當中大部分為 資深中學或大學教師。此外，考評局亦有 賴學校為公開考試提供考試場地及監考人 員。為預防2019冠狀病毒病感染，2020年 文憑試試場實施多項防疫安排，各與考學校 提供更多試場，而負責筆試及聆聽考試的監 考員約24,000人次，較去年增加一倍。 Accounts and Audit Our accounts are endorsed by the Finance Committee and the Audit Committee before approval by the Council. The approved accounts are then further audited by an external auditor appointed by the Audit Committee. The Balance Sheet and the Income and Expenditure Account for the year ending 31 August 2020 are detailed in Appendix 2. Staff Remuneration The Human Resources Committee advises on remuneration-related policies, including annual pay adjustments, remuneration structure and other employment terms and conditions. These are then approved by the Council. Confidentiality and Council Members’ Interests Members of the Council and its committees are required to observe confidentiality rule with regard to all matters coming to their knowledge in the exercise or performance of any duties or functions related to the HKEAA. The Council has an established mechanism for declaration of interests. Members of the Council and its committees with conflict of interest in any matter shall, if so required, withdraw from meetings where the matter is discussed, and in any case shall not vote. Examination Personnel To help with publ ic examinations, thousands of examination personnel are employed on a seasonal basis this year. The majority of these are experienced teachers in secondary schools or universities who serve as examination setters, assessors, moderators, markers, proofreaders and invigilators. The HKEAA also relies on the keen suppor t of schools providing venues and invigilation staff for public examinations. In light of the COVID-19 pandemic, a series of precautionary measures were implemented in the 2020 Hong Kong Diploma of Secondary Education Examination (HKDSE) by participating schools which provided additional examination venues. About 24,000 invigilator-sessions were organised for the written and listening examinations, doubling the number of last year.
8 我們於2019/20年度與廉政公署合作研究，檢 視考務人員的聘任和管理程序，以確保有足 夠措施預防貪污及舞弊。為提高考務人員面 對誠信風險的意識，以及預防處理考試資料 時的不當行為，我們與廉政公署共同製作培 訓教材，包括雙語的培訓短片與考務人員防 貪須知單張。 秘書處 秘書處由秘書長領導，聘用超過350名全職 人員，為公眾、委員會及轄下各事務委員會 提供服務。 In 2019/20, we implemented a col laborat ive study wi th the Independent Commission Against Corruption (ICAC) in reviewing the appointment and administration of examination personnel to ensure adequate safeguards against corruption and malpractice. With a view to enhancing awareness of examination personnel regarding integrity risks and malpractices when handling examination-related information, a training package, consisting of bilingual training video and leaflet on anti-corruption and conduct of examination personnel, were produced. The Secretariat The Secretariat, led by the Secretary General, employs more than 350 full-time staff members to serve the public, the Council and its committees.

Chairman’s Foreword 主席序言 12 It is beyond doubt that the past year was an exceptional one. The COVID-19 pandemic brought unprecedented chal lenges to everyone. As a public organisation tasked with providing fair and rel iable publ ic examinations and assessment services for students and the community, we felt compelled to ensure minimal disruptions to our services. 去年無疑是不平凡的一年，2019冠狀病毒病 疫情為我們帶來前所未有的挑戰。作為公營 機構，香港考試及評核局（考評局）肩負使 命，為學生和社會提供公平和有信度的公開 考試和評核服務。為此，我們竭力克服種種 障礙，將疫情對服務的影響減至最低。
13 主席序言 Chairman’s Foreword The HKDSE Amid the Pandemic Much to our relief, and thanks to the hard work of all colleagues of the Hong Kong Examinations and Assessment Authority (HKEAA), the support of the HKEAA Council and its committees, the Education Bureau (EDB), as well as the cooperation of the education community and various stakeholders, the 2020 Hong Kong Diploma of Secondary Education Examination (HKDSE) went on smoothly with adjusted schedules and streamlined assessment. The HKEAA took effective precautionary measures safeguarding the health of candidates and examination and administration personnel. Despite the postponement of the 2020 HKDSE written examinations by four weeks, the release of the results was only delayed by two weeks and candidates were able to receive their public examination results in July 2020, in time for applications for further study locally or abroad. I felt indescribable joy as I witnessed the release of the 2020 HKDSE results notices at our Wan Chai Office, together with my HKEAA colleagues. We take pride in the fact that the 2020 HKDSE was among the few large-scale public examinations administered around the world during the pandemic. The multiple meetings with the EDB during that period are still vivid in my memory as we tried to map out contingency plans, prepare for the worst-case scenario and finalise decisions. During the examination period, I visited some examination centres together with the Secretary General to show our appreciation on schools’ unfailing support in ensuring a proper setting of precautionary measures for the sake of a safe and healthy examination. We also visited the HKEAA Public Examinations Command Centre to cheer for our staff as they were prepared to provide instant support and advice to centre supervisors when necessary. All in all, a valid, reliable and equitable assessment of candidates’ academic performance for their future education and career development remained our key concern. 疫情下的文憑試 全賴考評局全體同事的努力、考評局委員會、 各事務委員會與教育局的支持，以及教育界 和各持份者的同心協力，2020年香港中學文 憑考試（文憑試）在調整考試日程及精簡評核 安排後，得以順利舉行，讓我們如釋重負。 考評局採取了有效的防疫措施，以確保考生 和考務人員的健康。縱然2020年文憑試的筆 試延遲了四星期開考，但放榜時間僅延後了 兩星期，讓考生能趕及在2020年7月收到公 開試成績，及時申請在本地或往海外升學。 放榜當天，我在灣仔辦事處與考評局同事一 起見證派發文憑試成績通知書，內心的喜悅 著實非筆墨所能形容。 2020年文憑試成為全球少數能在疫情下成功 舉辦的大型公開考試之一，我們為此深感自 豪。當時我們與教育局舉行了多次會議，由 制定應變計劃、就最壞情況準備應對方案， 以至就考試安排作出最後決定，至今仍記憶 猶新。文憑試期間，我與秘書長一起數次視 察試場，了解學校為保障考生安全與健康的 各項防疫安排，並藉此對學校的不懈支持表 達衷心謝意。我們亦到訪考評局試場通訊及 支援中心，為主力向試場主任提供即時支援 和建議的同事們「打氣」。總的而言，以有效 度、有信度及公正的方式評核考生的學業成 績，以助他們未來的升學及事業發展，乃我 們一向的關注重點。
14 It was truly encouraging to witness the collaborative efforts of our colleagues from different divisions, schools, the Government and of course, that of the tens of thousands of candidates and examination personnel. Schools wasted no time in ensuring proper precautionary measures were taken at examination centres, to ward off any infection. We are also grateful for their efforts in accommodating the need for more space due to social distancing rules, by opening up more classrooms for examination purpose. 15 主席序言 Chairman’s Foreword The HKEAA also faced other chal lenges in the Year 2019/20, including the controversy over a data-based question in the History examination in the 2020 HKDSE. After due and careful deliberations, the Council decided to invalidate the question concerned and endorsed a mark adjustment mechanism to protect the best interests of candidates. The Council’s decision was upheld by the court in the subsequent judicial review with costs awarded to the HKEAA, and the judgement acknowledged that the Council’s decision was procedurally proper and was based on independent, professional and academic considerations. This incident reinforces my belief that the HKEAA, in fulfilling its pivotal role in Hong Kong’s education system, will continue to uphold its independence and professionalism and to enhance the various aspects and processes of the HKDSE, with a view to providing a fair, impartial and credible examinations and assessment system which meets the needs of education and the society. 考評局在2019/20年度亦面對其他挑戰，包括 2020年文憑試歷史科試卷其中一條資料回應 題引起之爭議。委員會經過審慎周詳的商議 後，決定取消有關試題，並通過擬定調整分 數機制，以保障考生的最大利益。在其後的 司法覆核中，法庭維持委員會的決定，考評 局並獲支付訟費。法庭在判詞指出委員會的 決定程序恰當，而且是基於獨立、專業和學 術的考慮。這次事件讓我更深信，考評局在 香港教育體系扮演的重要角色，並會繼續以 獨立和專業的態度優化文憑試不同範疇的機 制和程序，提供公平公正、不偏不倚及具公 信力的考評服務，以切合教育與社會的需要。 在文憑試核心科目開考當天到訪學校，了解筆試的情況，並為考生打氣。 Cheering for candidates and observing the administration of the written examination of the first HKDSE core subject
16 長遠財政方案 為解決考評局面對的財務挑戰，教育局和考 評局代表組成專責小組，負責檢討考評局的 營運、研究所需的政府支援，以及提出可持 續的長遠財政方案。檢討過程中，專責小組 提出一些初步構想，包括政府資助有特殊教 育需要的考生、撥款支持開發部分資訊科技 發展項目，及提供空置校舍以配合考評局的 策略發展需要。在教育局的支持下，我相信 這些方案能將赤字減至最低，協助考評局達 至財政長遠持續穩定。 優秀的工作團隊一直是考評局最寶貴的資 產。局方在過去兩年按照培訓需要分析結 果，推行領導發展策略，以推展策略規劃及 落實改革，務求繼續為公眾提供有效及可靠 的服務。為挽留和吸引人才，縱然面對疫 情，我們仍推展薪酬與福利架構檢討，以確 保考評局薪酬制度具吸引力和競爭力。此 外，考評局亦推動「學習圈」這個新嘗試，為 員工打造積極的學習文化，以掌握考評範疇 的最新發展。 評核促進學習 作為法定機構，考評局一直非常重視社會各 界的意見。我們會把握每個機會善用豐富的 考評資源和專業知識，以獨立和專業方式為 社會作出貢獻。 為進一步支持教育界，考評局透過在評核方 面的專業知識，推動「評核促進學習」，並為 學校提供實用的評核資訊，以提升學與教。 我們一直致力與教育界分享過去數十載所累 積的豐富考試數據，並正發展文憑試回饋 系統，透過分析過去的評核數據，以及建立 統計模型，讓學生與教師獲得即時回饋。此 外，考評局進行涵蓋文憑試所有甲類科目的 等級預測研究，作為在極端情況下無法舉行 文憑試的應急方案。以上種種均為考評局的 長遠持續發展奠定基礎。 Long-term Funding Solution To resolve the financial challenges of the HKEAA, a Task Force comprising representatives from the EDB and the HKEAA was established in the reporting year to review the HKEAA’s operations, examine the necessary support from the Government and propose long-term sustainable funding options. During the course of the review, the Task Force had some initial thoughts, for instance, subsiding candidates with special educational needs, funding some IT developmental projects, and provision of vacant school premises to meet the HKEAA’s strategic development needs. With the support of the EDB, I am optimistic that the solutions would minimise the deficit and help HKEAA become more financially sustainable in the longterm. A quality workforce is always the most valuable asset of the HKEAA. Based on the outcome of training needs analysis, we have for the past two years implemented leadership development strategy to drive strategic planning and reforms, in order to provide effective and reliable services. To retain and attract talents, we have initiated a Pay and Benefits Review even under the pandemic with the goal of ensuring the attractiveness and competitiveness of our remuneration package. Besides, a new initiative, ‘Learning Circle’, is built for staff to promote an active learning culture and to keep abreast of the latest development in the assessment and examinations field. Assessment for Learning As a statutory body, the HKEAA will continue to value input from any sector of the society. Being in possession of a vast amount of assessment resources and expertise, we cherish every opportunity to contribute to the society in an independent and professional manner. To further our contribution to the education sector, the HKEAA will build on its expertise in promoting ‘Assessment for Learning’ through the provision of useful assessment information to schools to enhance their teaching and learning. It is always our pleasure to share our rich examination data accumulated over the past decades with the education community. By developing the HKDSE Diagnostic Feedback System, past HKDSE assessment data are calibrated and statistical models are built allowing students and teachers to get instant feedback. Moreover, the HKEAA has conducted a study on the mechanism for predicting the results of all Category A subjects in the 2020 HKDSE for school candidates, which could be a contingency measure in case the HKDSE could not be conducted under extreme conditions. All these developments are implemented to pave the way for the sustainability of the HKEAA in the long run.
17 主席序言 Chairman’s Foreword Gratitude and Future Outlook I would like to take this opportunity to extend my deep gratitude to the outgoing Secretary General Dr So Kwok-sang for his dedication and contributions to the work of the HKEAA during his tenure. Both the HKEAA Council and I wish him the best in his future endeavours, good health and happiness. At the same time, let us welcome on board Dr So’s successor, Professor Wei Xiang-dong, an economics professor at the Lingnan University. I am confident that under his leadership, the HKEAA will continue to maximise its resources for better service to the education community. As always, the continual contribution of the HKEAA staff will remain crucial. Having demonstrated a strong team spirit and a high level of professionalism during the challenging times of the pandemic, colleagues can rest assured that the Council will give priority to their career development. Secretary General’s Report 秘書長報告 18 While full of challenges, the Year 2019/20 did give us unexpected oppor tuni t ies to explore new options and ideas. 19 秘書長報告 Secretary General’s Report An Unusual HKDSE The 2020 Hong Kong Diploma of Secondary Education Examination (HKDSE), which is among the first large scale public examinations administered during the COVID-19 pandemic around the world, would not have been possible without stakeholders’ overwhelming support. Having carefully monitored the pandemic in Hong Kong and consulted secondary school bodies and the Government, we decided to go ahead with a new examination schedule starting in late April 2020 for the HKDSE while cancelling the speaking examinations of both Chinese Language and English Language subjects and streamlining the practical examination of Physical Education subject. To ensure proper distancing among candidates, participating schools went out in full force to open a few thousand more classrooms as examination venues, deploying additional invigilators and cleaning staff. 20 Another great achievement in relation to the HKDSE was the dedicat ion and impress ive ef f iciency shown by markers in compressing the time needed to have all 705,000 scripts marked. Again, schools opened more venues as on-campus assessment centres and extended the operating hours to ensure proper distancing and efficiency in the marking of scripts. Although it is regretful to see the big controversy over the 2020 HKDSE History examination question, following the decision of the HKEAA Council to invalidate the question, we carried out an internal investigation on question setting of the subject, with a view to enhancing the moderation process of examination questions. Rising to Challenges I am also grateful to the ‘can-do’ attitude of our own colleagues who have enabled the HKEAA to adjust quickly and effectively to the unprecedented circumstances in the tough time. The pandemic turned out to be a catalyst for change. Internally, it has driven our teams to further promote an open communication culture and enhance information technology efficiency and security, when more of our staff resorted to working from home. For the first time, our public events were moved online, reaching out to more stakeholders. For example, we had more than 800 participants joining our online Parents Seminar in August 2020. 21 秘書長報告 Secretary General’s Report For schools, we implemented the ‘Gainful Use of Territory-wide System Assessment (TSA) 2020 Materials’ exercise in collaboration with the Education Bureau and the Hong Kong Education City, after the TSA 2020 was cancelled because of the pandemic. In addition to paper-based assessment materials, some of the TSA materials were put online for schools’ distribution to students as tests. This enabled teachers to understand on how their students progressed during class suspension. Definitely computer-based testing will play an increasingly crucial role in assessment, learning and teaching. Under the newly developed HKDSE Diagnostic Feedback System (HKDSE-DFS) aimed at providing more useful feedback to students and teachers and promoting ‘Assessment for Learning’, some schools have joined a pilot scheme to test the interactive functions of the prototype, which include online tests and feedback for students and teachers. The HKDSE-DFS currently covers Mathematics and Chemistry subjects, and our hope is that it will cover all Category A subjects in the long run. Enhancing our Assessment Research Capacity Huge progress has been made in other research projects related to the HKDSE. In view of the risk of public examinations being cancelled under the pandemic, we have expanded the scope of the HKDSE Predicted Level Study; rather than focusing on the four core subjects, the HKEAA conducted a study on the mechanism for predicting the results of all Category A subjects in the 2020 HKDSE for school candidates. These results, in the long run, will serve useful purposes, such as helping with students applying to local and overseas universities or being used as back-up scores in contingency, for example when public examinations cannot be held. Meanwhile, the HKEAA has continued to explore using technology to enhance and diversify its assessment services, including the feasibility study on having computer-delivered oral examination in HKDSE English Language, and a study on using artificial intelligence (AI) in the marking of English Language writing papers in the HKDSE and TSA. We are pleased to see positive results in these pilot studies. 22 與全球合作夥伴聯繫 考評局在海外同樣備受重視，我們的代表團 在2019年9月出席於阿塞拜疆舉行的第45屆 國際教育評核協會(IAEA)周年大會，並在會 上發言。我亦繼續代表考評局出任IAEA董 事會的成員，在國際評核領域作出貢獻。此 外，我們的總監 — 考試、評核及研究當選為 亞太區教育質素監察網絡（NEQMAP）指導小 組成員，為其長遠發展提出建議。我們並分 別於2020年4月和5月參與由NEQMAP舉辦的 網絡研討會，與國際社群分享考評局於疫情 下舉行高風險考試和評核的經驗。 Networking with Partners Across theWorld HKEAA is enjoying growing recognition abroad too. An HKEAA delegation par ticipated and spoke at the 45th International Association for Educational Assessment (IAEA) Annual Conference held in Azerbaijan in September 2019 and I continued representing the HKEAA to serve on the Board of Trustees of IAEA and contribute to the international assessment arena. Not least of all, our Director of Examinations, Assessment and Research has been appointed as a member of the Steering Group of the Network on Education Quality Monitoring in the Asia-Pacific (NEQMAP) to advise and contribute to sustaining and building the Network. Our experiences in administering high-stake examinations and assessment during the pandemic were also shared with the international community at NEQMAP webinars in April and May 2020. 我們與荷蘭國家教育測量研究所（CITO）合 作，成功競投聯合國兒童基金會的項目，為 東南亞地區內的大型學習評估設計及進行數 據採集、報告和應用。此為考評局首次與海 外組織合作開展的國際項目。 此外，台灣政府即將改革當地的公開考試， 也參考我們在設題及網上評卷方面的經驗。 We succeeded in bidding for a United Nations Children’s Fund (UNICEF) project to provide technical services related to the design, implementation, reporting and use of findings on large-scale learning assessments in South-east Asia, together with the CITO National Institute for Educational Measurement in the Netherlands. It marked the first time the HKEAA collaborated with an overseas organisation on an international project. Moreover, the Taiwanese Government is making references to the HKDSE in the areas of question-setting and onscreen marking for their upcoming public examination reform. 23 秘書長報告 Secretary General’s Report Service Excellence To promote continuous learning within our organisation, sharing sessions were held with academics and our own staff presenting information on the latest trends and practices in examinations and assessment. For the second time, we were awarded a Manpower Developer status by the Employees Retraining Board (ERB) for another two years until 2022, in recognition of our exemplary achievement in fostering an organisational culture conducive to life-long learning. Two of our staff members were awarded by the Ombudsman in 2019 for their professionalism and commitment to providing quality customer services for the public. Over the past decade, 13 HKEAA colleagues have been honored with The Ombudsman’s Awards for Officers of Public Organisations. Moving Forward Looking ahead, I am sure our staff will continue to uphold their professionalism, amid their efforts to fulfil the HKEAA’s mission to provide valid, reliable and equitable examinations and assessment services. I have no doubt that the HKEAA will continue to enhance staff capacity and leverage technology to further enhance learning and teaching in the days ahead. Having served the education community for nearly 30 years, it is time for me to bid farewell to the organisation. I feel proud for having been contributing a small part in the HKEAA history and truly hope that it will serve more places, while deepening ties and engaging in more meaningful exchanges with the international community. The Hong Kong Diploma of Secondary Education Examination 香港中學文憑考試 24 Held in its ninth year, the 2020 Hong Kong Diploma of Secondary Education Examination (HKDSE) was conducted smoothly amid the COVID-19 pandemic. The examination offers multiple pathways for youngsters pursuing further studies or joining the workforce. 26 A total of 52,416 candidates entered the 2020 HKDSE. Among them, around 45,760 were school candidates from 483 secondary schools while around 6,650 were private candidates. In light of the outbreak of COVID-19 in early 2020, the written examinations of Category A subjects were postponed to between 24 April and 25 May 2020. The speaking examinations of both Chinese and English Languages were cancelled due to the pandemic. In addition to the Category A Senior Secondary subjects, the 2020 HKDSE also offered 36 Category B Applied Learning subjects and six Category C Other Language subjects. With the dedicated support of participating schools, teachers and staff members, the examinations were held smoothly, with results released on 22 July 2020. About 31,600 candidates obtained level 2 or above in five subjects, including Chinese Language and English Language. These candidates are eligible to apply for local sub-degree programmes and relevant civil service posts. Around 19,000 candidates obtained level 3 or above in both Chinese Language and English Language, and level 2 or above in Mathematics Compulsory Part and Liberal Studies, satisfying the general entrance requirements for local undergraduate degree programmes. A series of precautionary measures were implemented in HKDSE examinations this year, a total of 354 halls and over 3,400 classrooms was used as examination centres so as to increase the spacing between candidates’ seats. About 24,000 invigilator-sessions were organised for the written and listening papers, doubling the number of 2019. Special examination arrangements were made for 3,156 SEN candidates, an increase of around 2% from 2019. Most of the centre supervisors and invigilators were nominated by the participating schools while 6.6% of them were external invigilators appointed by the HKEAA.
