Examination for Registration as a Grade B Electrical Worker
Preface

With the enactment of the Electricity Ordinance (Cap. 406), all electrical workers engaged in electrical work on fixed electrical installation are required to be registered with the Electrical & Mechanical Services Department (EMSD) of the Government of the Hong Kong Special Administrative Region. This is to ensure that such work is carried out only by qualified electrical workers to improve electrical safety.

To be qualified for registration as a Grade B electrical worker, applicants without formal academic qualification are required to pass an examination approved by the Director of EMS. The EMSD, the Vocational Training Council (VTC), the Hong Kong Institution of Engineers (HKIE) and the Hong Kong Examinations and Assessment Authority (HKEAA) have jointly organised an "Examination for Registration as a Grade B Electrical Worker" for those who have sufficient years of practical experience in electrical work but without the required academic qualifications and wish to apply for registration as Grade B electrical workers.

Objectives

The examination serves to assess an electrical worker's abilities and knowledge in the design, installation and maintenance works on low voltage fixed electrical installation of current capacity not exceeding 2500A.


Recognition

Anyone who has passed the "Examination for Registration as a Grade B Electrical Worker" would be regarded as having met the requirement for passing an examination approved by the Director of EMS as stipulated in Regulation 5(2)(c)(ii) of the Electricity (Registration) Regulations, extracts from which can be downloaded here.

Note : Candidates who have passed the examination still have to fulfill the requirement of practical experience in electrical work as laid down in the regulations and this will be assessed by EMSD when they make an application for registration as a Grade B electrical worker.

Structure of Examination

The examination on technical knowledge will be in the form of multiple choice questions. The examination paper will be set in bilingual form (i.e. English and Chinese).  A total of 100 questions will be set in 2 parts.  Part A consists of 28 questions and Part B consists of 72 questions.  The passing marks for Part A and Part B are 75% and 50% respectively. In order to pass the examination, candidates must pass both Part A & B of the examination at a single sitting. The examination will normally be held in the evening.  The time allowed is 2 hours.

Entry Prerequisite

There is no minimum entry prerequisite.

Examination and Registration Dates

The examination is normally held in April each year. Additional examination may be conducted when the Examination Committee considers it is required. Details regarding registration of candidates will be announced three months before the scheduled examination date.

Application Procedures

Applicants may register for the examination by post, in person or by a representative at the registration centre on the date and time as specified on the Application Form. Online registration is also available at the website online.hkeaa.edu.hk during the registration period.

Late Entry

Under special circumstances, HKEAA may at its discretion admit an applicant after the closing date for entry. If the late application is approved, the applicant is required to pay a supplementary fee in addition to the normal entry fee.

Examination Fee

Please refer to the Application Form for the details about the examination fee.

A demand note will be issued to applicants at the time of registration. Applicants should refer to the demand note for the "Payment Instructions". Payment must be made by cash at any 7-Eleven.

Payment should NOT be sent by post to the Hong Kong Examinations and Assessment Authority. Fee paid is not refundable or transferable in any circumstances. However, candidate who withdraws from the examination will be refunded 50% of the examination fee provided that the application, and together with the Admission Form and supporting documents (e.g. original medical certificate), is made in writing on grounds acceptable to the Hong Kong Examinations and Assessment Authority (e.g. medical, emigration) before the examination date or within 14 days after the examination.   Late applications or applications not complying with this requirement will NOT be considered.  Any supplementary fee paid is not refundable. 

Entry to the examination will be invalidated if payment of examination fee is not made on or before the date stipulated on the demand note. If a late payment is accepted under special circumstances, a supplementary fee will be charged in addition to the examination fee.

Admission Form

Admission forms will be sent to all candidates by post about 2 weeks before the examination day by the Hong Kong Examinations and Assessment Authority. Candidates should check their personal particulars e.g. name and Hong Kong identity card number as printed on their admission forms immediately. If any discrepancies are found, please contact the International and Professional Examinations Division for correction (Tel. No. 3628 8711 / 3628 8787). All candidates must take their examinations on the date, time and centre specified on their admission forms.

Candidates who have not received their admission forms one week before the examination or in case of loss, they should contact the International and Professional Examinations Division immediately for a replacement.

Examination Regulations and Instructions to Candidates

The examination regulations and instructions to candidates for the examination can be downloaded here. Candidates should ensure that they are conversant with these regulations and instructions prior to attending the examination to avoid being punished.

Candidates have the sole responsibility to ensure that the requirements and regulations of the examinations are complied with. The HKEAA will not accept any claims from candidates for being misinformed by others (including invigilation staff) as an excuse for exemption from penalty for any breach of the regulations.

Question Booklet and Answer Sheet

All question booklets will be destroyed right after the examination. Candidates cannot request to get back the question booklets and answer sheets they used during the examination unless otherwise specified.

Notification of Examination Results

Examination Result Notice will normally be sent by post to candidates 6 weeks after the examination by the Hong Kong Examinations and Assessment Authority. Candidates should contact the International and Professional Examinations Division at 3628 8711 / 3628 8787 if they do not receive it after the specified period. Application for re-issue of Examination Result Notice must be submitted no later than 3 months after the examination. Late application will not be accepted.

Rechecking of Examination Result

All answer sheets are marked by Optical Mark Reader. In case a candidate has doubt about his examination result and wishes his answer sheet remarked, he may, within 14 days of the issue of the Examination Result Notice, come in person to the International and Professional Examinations Division at 3/F., 17 Tseuk Luk Street, San Po Kong, Kowloon to submit an application for re-checking of examination result. A checking fee is payable. The candidate will be informed of the result in writing.  The checking fee will be refunded to the candidate only if there is an upgrading of examination result after rechecking.

Data Privacy

All personal particulars entered on the entry form is necessary for the purpose of conducting the examination. They may also be used for the following purposes:

  1. certifying and informing candidates' examination results in accordance with reg. 5 (2) (c) (ii) of the Electricity (Registration) Regulations;
  2. assisting in the investigation of examination irregularities;
  3. conducting research and analysis in an anonymous format in which the identities of candidates are not traceable.
